Bulk License has "General Bulk Export License" which is use only for Group A countries, and "Special General Bulk Export License" which is used for any countries except for Group D countries.

After checked with Control List, when the product / technology is not listed, then it proceeds to catch-all control. However the destination country is Group A country, then catch-all control is not required because Group A countries will not disseminate the above weapons because they are strictly controlled under the export control regime.

If products or technologies transport/transfer to Group D countries, everything and every time individual permission is required.
